Ruth Turner, P.E., EnvSp, has extensive knowledge of public infrastructure projects. She has 30 years of experience in strategic planning and delivery of multidisciplinary projects and programs, with 22 years at the City of Kansas City, Missouri.  During her tenure with the City she managed several high-profile programs and projects. Turner served as change agent for the Water Services Department's government optimization initiatives. Throughout her career, she has been involved in the planning, design, and construction phases of various water and public works and environmental projects. Turner’s experience makes her a key team member in the successful delivery of any multi-faceted public infrastructure project  Her expertise also ensures compliance with regulations, contract documents and efficient delivery of construction-phase services including the inspection of water mains, sewers, treatment plants, pump stations and office facilities.  She is an active member of the architectural and engineering community and volunteers in the public sector.  Her work has been presented at several conferences including the Kansas City Minority Enterprise Development Week, American Water Works Association, Water Environment Federation, and the National Forum for Black Public Administrators.
